Puerto Rico: ¿Alguien me puede ayudar a explicarlo?

Student 1 -Are Puertorricans included in the Census of the United States?
Student 2 -No, I don't think they are.
Student 1 -Why? Teacher, are Puertorricans included in the Census?
Teacher - Well, I think that they have a special division for their percentage.
Students 3 - Why Puertorricans might be or not included?
Students 1 - Because they are part of the United States, but they don't vote.
Puertorrican - Hey! Ask me. I'm here.
Student 3 - Are you Puertorricans part of the United States?
Puertorrican - We are a territory, a colony of the United States, so we are.
Teacher - Yesss
Student 3 - Don´t they have to get a VISA and all that?
Student 2 - No.
Student 3 - OOhhh...
Teacher - Puerto Rico has a "unique" relationship with the United States. The differences are that they can't vote for the president and do not have to pay taxes.
Puertorrican - But we have to pay taxes to our Country.
Teacher - Uhm. I have heard, and correct me if I am wrong, that Puertrorricans vote every several years to select the kind of status that they would like to have. In each election 30% want the statehood, 30% want the commonwealth and 30 % want the independence.
Students - Ooohhhhh....
Teacehr - Is that correct?
Puertorrican - No. We have votes every several years but is to select the governor, senators and representative. They represent an ideology: statehood, commonwealth and independence.
Teacher - Uhhmmmm
Puertorrican - If we want to celebrate a referemdum to select the kind of status that we want, the legislators need to pass a bill(medida legislativa). And it takes time. We have had some of them but at the same time, the referemdum usually do not allows us to decide finally. The United States is the one that has the athourity for that. On the other hand, we have our laws, but if the United States interpret their constitution and pass it over all the states, that apply to Puerto Rico. For example, we had a controversy about sodomy, and there was a case already about it in the Supreme Court of the Unites States. The Supreme Court interpreted their constitution saying that sodomy is not against constitution, so it is not prohibited in Puerto Rico any more.
Teacher- Ohhhh!!
Student 3- What is sodomy?
Student 4 asks the Puertorrican in a low voice - What is sodomy?
Puertorrican - Is when 2 men have intercourse. Women and men can have it too. You know, anal intercourse.
Teacher (with tomatoe face) - Ohh!! That controversial issue!
Student - Teacher, what is it? Are Puertorricans sodomites?
Teacher (Silence)
Puertorrican - Ja, ja. No, we are not sodomites. I can explain you later. The teacher is talking.
Teacher - I have 2 definition about what is sodomy, but I don't want to give you the wrong thing. I can tell you tomorrow. My preliminar ideas are: sex among two men, and sex with animals.

Que quede claro que traté de explicar algo de Puerto Rico al mundo internacional. La gente no entiende nuestra "unique" relación con Estados Unidos.
